How to Fix Windows 11 Restarting Instead of Shutting Down

Many users have faced the frustrating issue of Windows 11 restarting instead of shutting down. As with most new operating systems, bugs and misconfigurations can cause strange behavior, and this problem often comes down to power settings. Luckily, there are several fixes you can try.

One common cause is the Windows fast startup feature. Fast startup speeds up boot times by saving the operating system kernel to a hibernation file, but it can interfere with shutdown. To disable it, open Control Panel, go to “System and Security,” then “Power Options.” Select “Choose what the power buttons do,” and under shutdown settings uncheck “Turn on fast startup.” Save the changes and shut down your PC to test.

Another possible culprit is Windows startup and recovery settings. By default, Windows automatically restarts after a fatal error, which can put your machine into a restart loop. To change this, search for “View advanced system settings” and open it. Under “Startup and Recovery,” click “Settings” and uncheck “Automatically restart.” Confirm the change and try shutting down again.

Your network adapter may also be responsible. Some devices prevent shutdown when they remain enabled for power management. To fix this, open Device Manager by pressing Win + R, typing “devmgmt.msc,” and running as administrator. Expand “Network Adapter,” find your main adapter, and right-click to open “Properties.” In the “Power Management” tab, uncheck “Allow the computer to turn off this device to save power.” Click OK, then test by shutting down your system. Repeat this step for other adapters if needed.

Outdated or corrupt drivers can also contribute to the restart issue. Updating drivers through Device Manager or your PC manufacturer’s website may resolve conflicts. If the problem persists, consider performing a system update to apply the latest patches from Microsoft, which often include fixes for power-related bugs.

The issue of Windows 11 restarting instead of shutting down can be annoying, but the fixes are straightforward. Disabling fast startup, adjusting recovery settings, and changing network adapter options usually solve the problem. With these steps, you can ensure your PC shuts down properly instead of looping back into a restart.
